I have done a few Norco front triangle swaps in my time and an hour is plenty of time for a skilled mechanic to due this work.
If you are being charged for an extra hour on top of the hour paid by Norco you are being hosed, if your local dealer is a Norco shop they should know the build up on these frames inside and out by now because it hasn't really changed much over the years.
You should clarify the extra expense to you with your shop.

I don't recall seeing anywhere where Norco said the frames were failing due to "bad riders".
The frames have a flaw not the riders. Friends
